In summary, it is clear that because the core sets are going away all expansions will have more of what used to be core set staples: Duress, Naturalize, Negate. This set has at least ten of those cards.
The dragons are mostly junk rares IMHO, and I say 'ouch.' Watch out for the White Blue Dragon, I think Ojutai is the new synonym for money. All of the commands are worth trying. Ojutai's is the best (who doesn't like a card titled 'Money's Command'?).
Good luck pulling the planeswalkers!

Alnok Survivalist: Naturalize for Megamorph is a nice effect.
Circle of Elders: Late game can give you some mana for fatties. Skip.
Collected Company: Mid-game booster. You can wind up losing fatties to the bottom of your deck. Skip.
Avatar of the Resolute: Great addition to a Hardened Scales deck. Good Devotion to Green an added benefit.
Assault Formation: Booster for a wall deck. Will help casual dragons in Green.
Deathmist Raptor: Reads like a junk Mythic Rare? The Megamorph cost is steep, but the 'return from graveyard' clause requires more analysis.
Dromoka's Gift: Late Game booster. Skip.
Display of Dominance: Sideboard hate against blue and black.
Press the Advantage: Mid-game battle booster.
Surrak, the Hunt Caller: Solid Legendary.
Explosive Vegetation: Mid-game mana feed.
Obscuring Aether: Auto-include for the Manifest/Morph/Megamorph Standard.
Den Protector: Nice addition to BUG reanimator.
Shaman of the Forgotten Ways: Definitely worth being Mythic. If you get your opponent to have no creatures, you win!
Servant of the Scale: Another Hardened Scales enabler, and its a common!
Inspiring Call: Awesome card draw in a Hardened Scales deck.
Lurking Arynx: Interesting late-game critter, but a 'skip.'
Naturalize: Welcome back, friend!
Sight of the Scalelords: Late game Dragon booster in casual. Skip.
Shletered Aerie: Very useful auto-include mana boost at common; thanks Wizards!
Salt Road Quartermasters: Another Hardened Scales card.
Scaleguard Sentinels: Another 'reveal while you wait to cast a fattie' Dragon card.
Salt Road Ambushers: Useful Manifest/Morph/Megamorph enabler AND Hardened Scales enabler. Love it!
Sunbringer's Touch: Great effect, EXCEPT I absolutely hate 'cards in hand' clauses (remember Saviors of Kamigawa?). Skip!!!

Atarka Pummeler: Nice addition to a Dragon deck. Skip.
Berserker's Onslaught: Late-game effect in Standard. Casual blow-out.
Ire Shaman: Pair up with scry to know what the top card of your library is before you flip it.
Commune with Lava: Must play this card if it does not end up being a money card. A fun effect!
Crater Elemental: Wall for a Dragon deck. Skip.
Descent of the Dragons: Rescicle your walls once your dragons are out. Cool for end of game in casual.
Dragon Tempest: Awesome card in a Dragon deck. Could be a chase rare in the current Standard.
Dragon Fodder: Welcome back, friend!
Draconic Roar: Another Dragon 'while you wait to cast fattie' reveal card.
Hardened Beserker: Limited card that can be used in Constructed.
Dragonlord's Servant: Early game speed to cast a Dragon one turn earlier.
Dragon Whisperer: Mono red Dragons helper. Could be a money rare.
Sarkhan's Triumph: 3-drop Dragon tutor. Nice!
Kolaghan Forerunners: Dash awesomeness if you have cast a bunch of critters early game. Should be named 'Auto Dash'
Lightning Berserker: Should be named 'Auto Dash Mini Me.' Could be a chase uncommon if Dash decks are 'a thing.'
Kolaghan Stormsinger: Nice battle trick for cheap Megamorph.
Stormcrag Elemental: OK card, skip.
Roast: Sideboard target removal against non-Blue.
Rending Volley: Goes in RDW because White Blue will rock in this format.
Qal Sisma Behemoth: Undercosted with a restriction. Interesting.
Warbringer: Late-game Dash enabler. Could be very useful.
Zurgo Bellstriker: Only useful as an early cast. I don't get why it is rare.
Twin Bolt: Limited trick that could be useful as a sideboard card in Constructed.
Volcanic Vision: Heavy wiper. I am not sure it will work. Skip.
Tall Slash: Limited battle trick that may work in Constructed.
Dragons of Tarkir Review: Black
Ambuscade Shaman: Nice ETB effect. Useful in a Dash deck.
Blood-Chin Fanatic: Great if you can sacrifice and then reanimate or get the sacrificed critter back to your hand and is a 2-drop Warrior.
Minister of Pain and Blood-Chin Rager: Clever trick if your deck has a successful sacrifice theme.
Butcher's Glee: Limited battle trick that can be used in Constructed.
Coat with Venom: Deathtouch effect (wish it was an Aura).
Corpseweft: Pairs up with the Zombie theme from M15 and Waste Not.
Damnable Pact: Great card draw in a White/Black lifegain and sacrifice Warrior Reanimator deck.
Deadly Wanderings: Great addition to the one-creature restriction deck with Avacyn Restored cards although a bit late game.

Defeat: Sideboard against RDW.
Foul Renewal: Nice addition to the Reanimator theme.
Pitiless Horde: 2 life loss per turn requires some lifegain or a very fast deck. Still, a fun card.
Foul-Tongue Shriek: Limited battle trick that can be used in Constructed.
Foul-Tongue Invocation: Useful in a Dragon deck.

Hand of Silumgar: Deathtouch 2-drop Warrior.
Hedonist's Trove: Needs a control shell in Standard yet a fun end-of-game trick. Not suited for Modern.
Marang River Skeleton: Regeneration. Skip.
Rakshasa Gravecaller: Two tokens per sacrificed creature is a nice effect.
Mind Rot: Welcome back, friend!
Risen Executioner: 4-drop Zombie lord with a worthy grveyard effect. Can it work in Modern?
Shambling Goblin: Almost a functional reprint of Fume Spitter.
Qarsi Sadist: Got to find me a nice source of creature sacrifice to make an Exploit deck, and put this card in it.
Sibsig Icebreakers: Force opponent to discard when it helps you to discard.
Sidisi, Undead Vizier: Exploit tutor: nice even if late-game.
Silumgar Assassin: Destroy clause is somehwat limited. Its a maybe or even a junk rare.
Ukud Cobra: Heavier deathtouch critter could be useful.
Ultimate Price: Welcome back, friend!
Vulturous Aven: Sign in Blood inclusion can be useful.
Virulent Plague: 2/2 token hate can be really useful in the siboboard.
Dragons of Tarkir Review: Blue
Dragonlord's Prerogative: 6 CMC for four cards is good in a control deck. White/Blue looks like the best Dragon deck. This could be a money card.
Anticipate: A toned-down Ponder. Very useful in Standard.
Gurmag Drowner: Sacrifice a critter in Blue/Black and drop some more critters into your graveyard. Casual for Reanimator with Delve.
Dance of the Skywise: Battle trick for a critter in trouble.
Blessed Reincarnation: Gets rid of a big threat with the risk of giving your opponent the ability to replace it with another big threat. Skip.
Clone Legion: Late game 9-drop super-Johnny effect. Skip.
Encase in Ice: Sideboard against Red or Green. Skip.
Elusive Spellfist: Good with Prowess, and even though the effect is small, it IS unblockable. One of the better limited battle tricks that can be applied to Constructed.
Illusory Gains: Nice effect, but your opponent could replace the target with a less attractive one. Skip.
Gudul Lurker: One-drop brother of Invisible Stalker. Welcome!
Learn from the Past: Great late game recovery. Very useful card.
Living Lore: Awesome Reanimator fun card. Must play! Add to Marang River Prowler BUG Reanimator deck idea.
Glint: One of the better limited battle tricks that can be applicable in Constructed.
Negate: Welcome back, old friend!
Stratus Dancer: Nice trick in a control deck.
Qarsi Deceiver: Great card in the current Standard. Auto-include in a Manifest/Morph/Megamorph deck.
Profaner of the Dead: I don't get it, seems like all downside? You would have to make sure your opponents don't have any creatures in their graveyards and that you do. A clever card, just needs a lot of build-around to exploit (could not resist the pun).
Shorecrasher Elemental: I hope it does not become a money card because it is an auto-include in Blue Devotion. Goes well with Master of Waves.
Mirror Mockery: Good to pair-up with Artisan of Forms. Definitely a fun card.
Monastery Loremaster: Nice limited battle trick. Good in a casual reanimator deck.
Mystic Meditation: Casual card for my Tibalt deck I want to build (in Modern).
Silumgar Spell-Eater: Mana Leak option is nice.
Sight Beyond Sight: A little late game but still useful with Rebound.
Silumgar Sorcerer: It will cost you a creature to counter that spell. Good in an Esper tokens deck.
Skywise Teachings: A little late game but still useful to generate tokens.
Silumgar's Scorn: The clause will mean this is Counterspell if you control or show a dragon. Auto-include in the White/Blue Dragon deck that will likely be competitive in Standard.
Youthful Scholar: If you are going to sacrifice a critter, this one gives you two cards. Good in an Exploit deck.
Void Squall: Late-game disrupter. Useful in a control shell.
Zephyr Scribe: Always on the look-out for Tibalt deck candidates. The key is that you draw first, discard second.
