These are the cards that I think are best for Devotion.
I seem to have missed Plumveil (White/Blue) and Restless Apparition (White/Black). Both were reprinted in Modern Masters and are readily available (I already have them).
I am starting by building the cheapest deck of the lot: Blue/Black.
